“海事”一词有广义和狭义之分，广义的“海事”(Maritime Aaffair)泛指一切有关涉海事务，如航海、造船、验船、海上法规、海损事故调查处理、港口建设及运营、航道疏浚测量与航标设置、海洋开发利用与防污染、海洋教育与培训、海洋气象观测及预报等均可包含在广义的海事概念之内。狭义的“海事”特指海损事故(Maritime Accidents)，表现为在特定主体之间发生的与海相关、与船舶相联系,与海上运输相结合的海损事故。
