预算委员会是指领导预算工作的组织机构。（CCA2101：2005标准第2.8.7条）。预算委员会的基本职责是审查预算草案，提供政策指导和预算目标，解决预算编制过程中出现的分歧，批准和发布预算，检查和分析预算执行报告，提出避免或减少浪费和改进效率的建议和措施。预算委员会还负责审批预算期内对预算的重大调整。
现在，大型企业都有预算委员会（budget committee），负责审核、提供政策指引和预算目标、解决预算编制中的差异，批准预算，监督实际运作情况。
