重复建设是指建设那些提供的产品或服务在数量上已超过社会需求、在质量上不如已有的产品或服务，建成后有损宏观投资效益的建设项目。主要表现为空间分布上的重复和时间分布上的重复。前者即某建设项目在一定区域范围内是重复的; 后者指某建设项目在一定时期内是重复的。建设项目在时空分布上都是重复的情况也存在。它是多余的、不为社会所需要的建设，对国民经济有计划按比例发展具有多方面的破坏性。
