资本成本是指投资资本的机会成本。这种成本不是实际支付的成本，而是一种失去的收益，是将资本用于本项目投资所放弃的其他投资机会的收益，因此被称为机会成本。例如，投资人投资一个公司的目的是取得回报，他是否愿意投资于特定企业要看该公司能否提供更多的报酬。为此，他需要比较该公司的期望报酬率与其他等风险投资机会的期望报酬率。如果该公司的期望报酬率高于所有的其他投资机会，他就会投资于该公司。他放弃的其他投资机会的收益就是投资于本公司的成本。因此，资本成本也称为投资项目的取舍率、最低可接受的报酬率。
