水局即消防队的前身，是民间兴办的一种社会消防组织，水局的设立，起源于清乾隆年间（1736－1795），当年皇帝出巡，皇太后去泰山进香，沿途各地均设围站（以芦苇、毛毡搭设的简易殿堂）。一次当地围站失火，后由仕绅人等筹办灭火机具，在围站旁边修建房屋，名为“支更水会”，不久扩建为“水局”取天子平安之意。乾隆末年，巡幸减少，水局遂为民间救火所利用。
