次区域经济合作是相对于区域经济合作而言的，指若干国家和地区接壤地区之间的跨国界的自然人或法人，基于平等互利的原则，在生产领域内，通过各种生产要素的流动而开展的较长时期的经济协作活动。从经济发展的角度看，其实质就是生产要素在“次区域”这个地缘范围内的趋向自由化的流动，从而带来生产要素的有效配置和生产效率的相应提高，主要表现为在这个地缘范围内的贸易和投资自由化，因而，在经济范畴上，它属于区域经济一体化范畴。
