The consortium bid is not accepted in the tender. And no economic compensation shall be made to the unsuccessful bidder.
招标人应当在中标结果通知所有未中标人后7日内，将未中标的投标文件全部退还给投标人。
The owner shall, within 7 days of notification to all losing bidders of the bidding results, return all bid documents that have not been chosen to the bidders.

Unsuccessful tenderers shall return the bidding documents and relevant materials within7 days upon receipt of notification, and the bid invitation unit shall refund the tenderer the deposit.
