技术改造是指企业为了提高经济效益、提高产品质量、增加花色品种、促进产品升级换代、扩大出口、降低成本、节约能耗、加强资源综合利用和三废治理、劳保安全等目的，采用先进的、适用的新技术、新工艺、新设备、新材料等对现有设施、生产工艺条件进行的改造。 实践证明，用先进、实用技术改造传统产业，不仅具有投资少、工期短、见效快等特点，而且不需要再铺新摊子，能有效避免重复建设，同时还有利于优化产业结构、改变增长方式、提高企业的效益和竞争力。
