安全文化的概念最先由国际核安全咨询组（INSAG）于1986年针对切尔诺贝利事故，在INSAG-1（后更新为INSAG-7）报告提到“苏联核安全体制存在重大的安全文化的问题。” 1991年出版的(INSAG-4)报告即给出了安全文化的定义：安全文化是存在于单位和个人中的种种素质和态度的总和。文化是人类精神财富和物资财富的总称，安全文化和其他文化一样，是人类文明的产物，企业安全文化是为企业在生产、生活、生存活动提供安全生产的保证。
