固定工，又称“长期职工”。是指长期固定在一个单位，从事工作或生产劳动的职工。中国的固定工制度形成于建国初期，已成为职工人数最多的一种用工形式。特点是国家对劳动者的就业实行统分统配。职工工作长期固定不变，一般不能离职。企业、事业单位在招工用人方面没有自主权，也不能辞退职工。长期以来实行的固定工制度限制了劳动力的合理流向，劳动者端着铁饭碗没有任何压力，企业也丧失了活力。
不过，其中仅有少一部分进过转正成了“有保障的”固定工。
