反托拉斯法即反垄断法，是国内外经济活动中，用以控制垄断活动的立法、行政规章、司法判例以及国际条约的总称。从广义讲，垄断活动同限制性商业惯例（“限制”指限制竞争）、卡特尔行为以及托拉斯活动含义相当；从狭义讲，国际间的限制性商业惯例指在经济活动中，企业为牟取高额利润而进行的合并、接管（狭义的垄断活动），或勾结起来进行串通投标、操纵价格、划分市场等不正当的经营活动（狭义的限制性商业惯例）。
