反垄断是指当一个公司的营销呈现垄断或有垄断趋势的时候，国家政府或国际组织的一种干预手段。在19世纪末期世界经济的发展进入了垄断资本主义时期，反垄断就成为了各国规制的对象，各国均采取严厉的立法来进行反垄断的法律规制。中国自加入WTO以后也积极担负反垄断的责任，2011年11月，国家发改委就宽带接入问题，对中国电信和中国联通展开反垄断调查。如果事实成立，中国电信和中国联通可能被处以数亿至数十亿元的巨额罚款。
