对个人而言，公众的基本含义有二： 1、从广义上说，公众是除自己之外的所有人，具有排己性。 2、从狭义上说，公众是除自己及与自己有相当关系或一定交往的人（或团体）外的人群，具有排他性。 而与自己有相当关系或一定交往的人就是自己的特殊群体。如亲戚、朋友、同学、邻居、同事、员工、合作伙伴或单位等等。 就个人而言，法律意义上的公众必须是狭义上的公众。如果法律意义上的公众是广义上的公众，则立法毫无意义、司法会出现严重的逻辑错误和法理混乱，从而造成冤、假、错案。
