人头税(poll tax或head tax)是种向每一个人课征相同，定额的税种（有别于所得之百分比）。在19世纪时，此税曾为许多国家的重要税收，但是现在已非如此。 历史上有几个著名的人头税例子。在美国部份地区，人头税曾被用来当投票资格；主要目的为排除非裔美国人、美洲原住民及非英国后裔白人的投票权。英国冈特约翰（John of Gaunt）和撒切尔夫人(Margaret Thatcher)也曾分别于14及20世纪征收人头税。
