中核市（意为核心市）为日本的一种城市行政制度，自1996年开始实施。可拥有较一般城市及特例市更多原本属于都道府县的权限，但权限少于政令指定都市。当城市人口超过30万人，并经市议会及所属都道府县议会之议决，可被指定为中核市；中核市的职能权限小于政令指定市，即可行使原由府县执掌的60项权限，如设立保健所、居民建房审批、城市规划、限制屋外广告，等等。
