Chinese existing anti-poverty cooperation with local governments faced with certain issues, such as "La Langpei" phenomenan, the lack of willingness to co-developed regions, the lack of cooperation on poverty-stricken areas. To get rid of these predicanments, we must change our notions, to understand the spillover effect of anti-poverty, to balance the interests of all cooperative parties, to encourage "multi-cooperation". It is necessary to perfect the system, and standardize the procedures for cooperation.
