Ivan is sending its outer bands to us and with all the major damages from Frances, the thousands of homes withoutaroof will now suffer much more damage from water.
The reason for this is that since 2000, the International Association of Athletics Federations (IAAF) has ruled that world records can be set in a facility "with or withoutaroof".
