The directors were no doubt swayed by the 8.5% rise in the bank's share price on Friday, when rumours that Mr O'Neal would be shown the door first surfaced.
"It's an important step but unless it can step in when farmers are being paid a poor price, it won't be worth the paper it's written on, " Ms O'Neill said.
