The Sangin district in Afghanistan's Helmand province has become the deadliest posting for the British military.
Sangin is one of the most heavily populated districts in Helmand, with a population of around 150, 000.
Sangin Deputy Police Chief Qhattab Khan admitted this abuse is taking place, and promised to take action.
Sapper Mark Antony Smith, 26, from Swanley, died in the Sangin area of Helmand on 26 July 2010.

In Sangin during 2009-10 two battalions from the Rifles suffered the sad distinction of suffering the highest casualties of any British units that have served in Helmand.

The inquest heard that 136 shells were fired on 26 July 2010 in the Sangin area of Helmand but two fell short of their target, hitting two separate army compounds.
The only other British soldier to be awarded the VC for bravery in Afghanistan was Corporal Bryan Budd, 29, of 3rd Battalion the Parachute Regiment, who was killed when he single-handedly stormed a Taliban position in Sangin in August 2006.
Brigadier Gordon Messenger, a spokesman for the British military, conceded on the Today programme that the security zone in the Sangin valley is just "several square kilometres" in size but added that this provides a haven for the local population.
Reporting from Sangin, the BBC's Defence Correspondent Caroline Wyatt said that the local insurgency, funded by drug-running, is being slowly rolled-back by British troops and their Afghan allies but the Taliban are looking more disciplined and are starting to shoot back.
Marines from 40 Commando took on responsibility for Battle Group North in Helmand Province from last September until this April, where they operated from spartan forward operating bases in the Gereshk and Sangin valleys, often taking part in fierce gun battles with the Taliban, and playing a key role in the recapture of the town of Musa Qala.
