Mr Livingstone is working with Tower Hamlets Council in east London to create a CLT in Bow Water, which hopes to create 300 affordable homes readyforoccupancy by 2011.
In evaluating each year on its own, it would be impossible for petitioners or the Internal Revenue Service to have known that the proposed residence would never become readyforoccupancy.
