"The tragic event in Lowestoft has very much brought to the fore the need to work with families who are going through difficult times, " Mr Bee said.
Jessie Jowers from Gloucester Bee Guardians said it was now an "inspiration for cities all over the world".
Real estate agent Sue Bee Laginess said the city has a glut of homes and condominiums for sale or rent.
Ivan Wright, the county bee recorder, said there were over 100 species of bee in Oxfordshire, which compares to more than 260 across Britain.
Adam Hart, from the Gloucester Bee Guardians Project, said the scheme would start next February.
Spelling Bee Director Paige Kimble said the rule change is a natural extension of the contest.
"There'll be lots of activities throughout the city to get people involved, to try to make Gloucester a world leader in urban bee conservation, " he said.
"These chemicals have been shown to affect the foraging behaviour of bees and damage bee brain function, " said Rachel Sharp, the chief executive officer of Wildlife Trusts Wales.
"When the queen bee lays her eggs, worker bees can determine whether the resulting larvae are to become an adult worker bee or an adult queen bee, " Dr Hurd said.
He suggested the nature and levels of bee disease varied between different parts of the UK and said there was no evidence Scottish inspectors were missing vast numbers of bee disease.
He said it was important bee swarms were dealt with by bee keepers or pest controllers.
InMidtown said it had doubled its bee hives from four to eight, introduced more plants and increased its honey produced to 37lbs (16.8kg), bucking the national trend.
"All over the city, flowers are now blooming, providing nectar and pollen for all sorts of important bee species and other pollinators, " she said.
Allen Miller, whose company Bees Be Gone removed the hive after the attack, said he's seen more Africanized bee hives in the past few weeks than he normally sees in a year.
Bee Gee Barry Gibb, who owns the property, said the land was "sacred" and "must be protected forever".

Bee expert Prof David Goulson from the University of Stirling said he was disappointed that the proposals had not been adopted.
Charity Bee Guardians, which handed the accolade to the council, said the city should be "so proud" of its new title.
"When we got to him, he was purple, he had thousands and thousands of bee stings on his face and arms, " Tanya Goodwin said.
"The potential implications of this new research for honey-bees and their interactions with varroa mites and wax moth larvae will need to be looked at in more detail, but the initial results look really interesting, " said Giles Budge, senior researcher with the UK's National Bee Unit.
Bee health is a devolved issue, handled separately in Scotland, although Mr Hunter said they were in close contact with their Scottish colleagues.
"I think it is amazing that despite all the years of intensive study there are still massive discoveries to be made about fundamental honey-bee physiology such as the ability to paralyse small insects and mites, " he said.
"You get stung by a bee and then find yourself in the newspaper as if you had been doping, " said a furious Cannavaro.
Friends of the Earth's head of campaigns Andrew Pendleton said that there was "more than enough evidence that these chemicals are linked to bee decline to place immediate restrictions on their use".
Campaigners said apart from the award-winning butchers there were bakers, brewers, buffalo herders and bee-keepers, fudge, pate and cheese makers, and even a purveyor of garlic products.
