红线一般是指各种用地的边界线。有时也把确定沿街建筑位置的一条建筑线谓之红线，即建筑红线。规划的城市道路路幅的边界线反映了道路红线宽度，它的组成包括：通行机动车或非机动车和行人交通所需的道路宽度；敷设地下、地上工程管线和城市公用设施所需增加的宽度。
管线敷设应当与城市道路、公路的规划红线平行，走向顺直。
