国家凭借其政治权力，依据法定标准，从单位和个人无偿取得的一种财政收入。税收历来是国家财政收入的主要来源。从19世纪末到20世纪80年代，西方各主要国家的税收，一般都占财政收入的80%以上，例如美国税收收入总额占财政收入的比重已超过90%。中国在1950～1984年间，由于国营企业除向国家纳税之外，还上交利润，税收收入占财政收入总额的比重仅为50%。从1985年以后，由于先后分两步实行利改税，原来国营企业向财政上交的利润改为缴纳所得税，税收收入占财政收入的比重大幅度上升，1985～1990年都达到90%以上。
