恢复项目亦称“恢复工程”。指因遭受自然灾害、战争等原因，使原有房屋、建筑物、机器设备等固定资产部分或全部报废，按原有的规模重新恢复的建设项目。但不包括在恢复的同时进行扩建的项目。在我国的基本建设中，单纯恢复性质的建设项目很少，因此，往往只区分新建项目、改建和扩建项目。对尚未建成投产的建设项目，中途遭受自然灾害破坏而重建的，似属于原建设项目性质，不算恢复项目。
