官僚制度，bureaucracy，按照职能和职位分工、分层管理原则建立起来的行政权力体系。1745年法国学者V.德顾耐首创此词，以描述普鲁士的政府形式。后来被人们理解为具有贬义的官僚组成的行政制度。20世纪初德国社会学家M.韦伯把官僚制度作为“合理社会制度”的同义语。他提出统治人类社会有三种权威：传统权威、超凡魅力权威、法律与理性权威，并认为后两种权威都是以官僚制度为基础的。在现代行政学中，也有人认为官僚制度是科层组织化了的正规行政制度。
