固定利率债券又称“普通债券”，“浮动利率债券” 的对称，债券的一种传统形式，利率在发行时就被固定下来的债券。这种债券通常在票面上印制有固定利息息票和到期日，发行人每半年或一年支付一次利息。由持券人剪下息票，凭以从发行人或其指定的银行领取利息。这种债券在市场利率变动不大时比较通行，但当市场利率不稳定甚至急剧变动时，其发行受到极大限制。
