分级控制又称等级控制或分层控制，是指将系统的控制中心分解成多层次、分等级的制体系，一般呈宝塔型，同系统的管理层次相呼应。分级控制的特点是综合了集中控制和分散控制的优点，其控制指令由上往下越来越详细，反馈信息由下往上传越来越精练，各层次的监控机构有隶属关系，它们职责分明，分工明确。
