出让国有土地使用权是土地使用者以向国有土地所有者代表支付出让金为对价而原始取得的有期限限制的国有土地使用权。简单说来,就是指国家将国有土地使用权在一定年限内出让给土地使用者,由土地使用者向国家支付土地使用权出让金的行为。
