内涝（Waterlogging）是指由于强降水或连续性降水超过城市排水能力致使城市内产生积水灾害的现象。内涝严重；湖泊蓄水容积减少，汛期湖面水位上升、易破圩造成灾害；围垦削减了湖泊的调蓄功能，导致洪涝灾害频繁发生。
