保商是鸦片战争前广州十三行中充当外国商船保证人的行商。清乾隆十年 (公元1745年) 规定，凡外国来广商船都要以广州总督指定殷实行商中的一人为保商。由保商担保外国来船应缴税额及船员的行动。外国商船支付保商若干报酬。起初行商轮流充作保商，后改为由外商自行择保人。道光十五年(公元1835年) 又规定，除外商自选保商外，又设立派保一人，各行挨次轮派，负责查察。外商常以各种借口反对保商制度，《南京条约》签订后，保商制度取消。
