由余（生卒年不详），春秋时期晋国人，姬姓，名由余，字怀忠，是周武王之子唐叔虞的十五世孙，晋鄂侯的曾孙（另一说是周携王姬余臣的后人，因逃难而入戎地）。由余因晋国内乱（曲沃武公伐晋）而流亡到戎地。戎王听说秦穆公贤能，便派由余到秦国考察。秦穆公知由余有才能，遂用计拜其为上卿。由余为穆公出谋划策，帮助秦国攻伐西戎，并国十二，开地千里，称霸西戎，使秦穆公得以位列春秋五霸之一。 由余的子孙以他的名字为姓氏，形成由姓和余姓。
