职业杀手卡米接到通知后杀死了高等法院法官罗森堡和约翰逊。法学院教授加拉汉的女友兼得意门生达比查阅资料，写了对此案的一份报告，名为《塘鹅报告》。黑人记者格蓝是最后一个见罗森堡的人。格蓝在一天接到自称为“加西亚”的人打来的电话，说知道是谁杀死了两位法官。格蓝追踪并拍下此人照片，但未能追上他。沃尔特去见总统，认为卡米有嫌疑。总统叫他不要管这件案子。格蓝回忆起两年前报上曾刊载过消息，说总统竞选的最主要捐款人是马氏集团，报上还登了总统与马氏的亲密合影。格蓝带达比到乡下的度假屋去研究资料，终于有人认出“加西亚”是在某律师行的石油部门工作的摩根。格蓝和达比找到摩根太太，摩根太太交出她丈夫留下的一盘录像带和一份文件。文件是他公司合伙人签署的表示为马氏工作五年并保密的宣誓书。录像带拍的是摩根的自白，说他无意中发文件，了解到马氏要杀害两个法官。

艾伦·帕库拉将原著浓缩为电影而不失其政治利益冲突的精粹，难度之高胜过《惊天大阴谋》，但电影的弱点便是在逻辑和理性上尽现，首先牵涉国家领导荣辱的阴谋，竟然可以让记者与朱莉亚在大街小巷来去自如，而不是与法官同遭暗杀，实际上是匪夷所思的一笔，而财阀主谋在便条上泄露杀人计划大功告成更是天方夜谭。若说电影真有过失，便是野心太大，直到在逻辑上不能自圆其说，但在通俗剧的娱乐性上仍算称职，当然，真正令人眼前一亮的，是艾伦·帕库拉对最后两场戏的含蓄处理，实在是神来之笔。
