静止人口是一个总人口数长期保持不变（既不增加也不减少）的人口，即每年出生人口数与死亡人口数总是相等的人口。静止人口和稳定人口都假定是封闭人口，没有发生人口迁移现象。静止人口有一个重要特性就是出生率等于死亡率，并且与平均预期寿命成倒数关系。原始社会的人口接近于静止人口，近代有些国家（如欧洲一些国家）也接近于静止人口。
