里甲是明州县统治的基层单位，后转为明三大徭役(里甲、杂泛、均徭) 的名称之一。里甲之役以户计，以邻近的110户为1里，从中推丁多田多的10户轮流充当里长， 余100户分10甲，每甲10户，轮流充当甲首。每年由里长1人率领10甲的甲首应役，称“当年”。10年轮流一遍，称“排年”。期满后，按各户人丁和田地增减重新编排。若里长有贫困者，在110户的另选; 逃亡的补足。
