通令又称“职务训令”。行政长官关于某一法律和条例的解释和某项公务的实施办法，根据层级指挥权所发出的命令。适用于其管辖下的全体公务员和机关，具有普遍性质，通令对公务员具有拘束力量，不服从命令可能受到处分。通令可以分为两类：一类是解释性的通令，一类为条例性的通令，前者对外界人员不具有执行力量，属于内部行政措施，后者对外界人员具有执行力量，适用关于条例的规则，二者的区分根据通令的内容确定，一切对于法律秩序增加新规定的通令，属于条例性质，具有对外界执行的力量，一切对法律秩序没有增加新内容的通令，属于内部行政措施，只在内部行政关系中产生下级服从义务。而不能以通令所使用的名称或形式判断。
