退库是指已缴国库的资金因特殊原因经批准退还原缴款单位或缴款人的过程。退库是国家根据预算缴纳业务工作中客观存在的某些特殊问题所确定的在特定范围内适用的办法。国家允许办理退库的原因：(1) 发生技术性差错，多缴、错缴、误缴款项。(2) 缴库单位隶属关系发生改变，接收部门和移交部门之间的财务结算需办理退库。(3) 弥补企业计划亏损和政策性亏损的补贴。(4) 经财政部批准的其他退库项目。如地方财政提取的附加收入，农业税灾情减免等。
