谕旨是一个汉语词语，拼音是yù zhǐ，指晓谕帝旨或皇帝的诏令。语出宋孔平仲 《谈苑·杨大年不愿富贵》：“ 真宗 将立 明肃 作后，令 丁谓 谕旨於 杨大年，令作册文。” 谕和旨的区别及格式，《光绪会典》卷三载:“特降者为谕，因所奏请而降者为旨，其或因所奏请而即以宣示中外者亦为谕。其式：谕曰‘内阁奉上谕’，旨曰‘奉旨’，各载其所奉之年月日”。谕和旨均为折叠式，白纸墨书，每幅高26厘米，宽11.5厘米。
