规范性文件，是各级机关、团体、组织制发的各类文件中最主要的一类，因其内容具有约束和规范人们行为的性质，故名称为规范性文件。目前我国法律法规对于规范性文件的涵义、制发主体、制发程序和权限以及审查机制等，尚无全面、统一的规定。但部分地区探索实现了规范性文件统一制作、统一编号、统一管理的“三统一”，初步实现了规范性文件的规范管理。
一方面，按照两法的精神，上证所将逐项修订算帐业务规则及各类规范性文件(Normative documents)，颁布施行新修订的《交易规则》和《股票上市规则》，研究制定会员管理规则。
