自然垄断亦称“自然寡头垄断”。某些产品和服务由单个企业大规模生产经营比多个企业同时生产经营更有效率的现象。如自来水、电力供应，电信、邮政等。由于存在着资源稀缺性和规模经济效益、范围经济效益，使提供单一产品和服务的企业或联合起来提供多数产品和服务的企业形成一家公司（垄断）或极少数企业（寡头垄断）的概率很高。
