统筹法，又称网络计划法。统筹法是一门进行生产组织安排和管理的数学方法，它以工序所需时间为参数,用工序之间相互联系的网络图和较为简单的计算方法，反映出所研究系统的全貌，求出对全局有影响的关键路线及关键路线上的工序，从而对工程的所有工序做出符合实际的安排。在关键路线法的运算中，经过对网络图中各条路线的路长进行比较后，找出一条(或若干条)所需工时最长的路，称为关键路线。一般利用计算法来求一个网络图的关键路线，即利用事项最早时间、事项最迟时间和工序总时差来确定其关键路线。
统筹法（Overall Planning Method）是最先由我国著名数学家华罗庚教授提出的，简单的说，就是指使错综复杂的工作得到合理安排。
