统收统支

统收统支也称满收满支，是一种高度集权的财政管理体制。按此体制，地方的收入统一上缴中央，其支出又统一由中央拨付，预算管理权基本上集中于中央。1950年我国曾采用这种体制，在当时条件下，它对平衡国家预算收支，稳定物价，保证解放战争的彻底胜利，起了积极作用。但此体制不利于调动地方的积极性，故从1951年改为统一领导、分级管理的办法。
