端局是指拥有信令点的电话局，一般设置在县局及市局，对中国大部分乡镇电话局来说，一般为模块局或远端单元，不具有独立的信令点，必须通过端局进行处理，话务才能到达。 端局就是直接下挂用户或者直接拨入（DID局）的交换机。在移动通信中，端局之间若没有进行直连，则通过汇接局进行连接，运营商之间的中继互联是通过关口局来进行连接的。关口局是出网的局点。各个端局通过中继的方式汇聚到一个局点，再上行到关口局或长途局。
