立宪有人称之为宪法的制定。这是从狭义而言的，即指统治阶级按照一定的法律程序通过立法机关创制宪法的活动。立宪过程实际上也是使统治阶级的意志上升为国家意志并反映到宪法中来的过程，其目的在于使统治阶级的根本利益和要求以宪法的形式得以定型化。本人认为立宪作为一种制度，应从广义上去理解，即除制定第一部宪法外，还应包括对宪法的部分修改或全面修正，作为制宪的目的而言，还应包括对宪法的实施等内容。
