科技人才是指有品德有科技才能的人、有某种特殊科技特长的人，是掌握知识或生产工艺技能并有较大社会贡献的人。1987年出版的《人才学辞典》上曾对“科技人才”做出如下界定：“科学人才和技术人才的略语。是在社会科学技术劳动中，以自己较高的创造力、科学的探索精神，为科学技术发展和人类进步做出较大贡献的人。”科技人才的概念应当大致包含四个要点： 具有专门的知识和技能； 从事科学或技术工作； 较高的创造力； 对社会做出较大的贡献。
