社区规划（Community Planning）是对一定时期内社区发展目标、实现手段以及人力资源的总体部署。 具体而言，社区规划是为了有效地利用社区资源，合理配置生产力和城乡居民点，提高社会经济效益，保持良好的生态环境，促进社区开发与建设，从而制定比较全面的发展计划。 在国外，对建成社区的规划被称为“社区发展规划”（Community Development），也可称作“社区规划”又称社区设计；对新建社区的规划称为“社区规划与设计”（Community Planning and Design）。
