社区自治是指社区组织根据社区居民意愿形成集体选择依法管理社区事务，包括涉外事务和内部事务，涉外事务主要有国家和地方政策法规与标准的贯彻落实、社区管理与城市管理的对接、社区代表的履职监督等；内部事务包括社区内部管理、服务和教育。
