社会控制理论（social control theory）亦称“社会键理论”。解释人为什么不犯罪的理论。美国犯罪学家T．赫希提出。 基本观点：人性本来就是恶的，每个人都有可能犯罪，犯罪是缺乏社会控制的产物。 T．赫希在《少年犯罪的原因》（1969）中认为，人是不道德的动物，每个人都有犯罪的自然倾向，故无需解释人为什么会犯罪，而应解释人为什么不犯罪。认为人之所以不犯罪，是在社会化过程中形成各种社会控制机制（社会键）的结果。
