矿业权又称矿权，是指矿产资源使用权，包括探矿权和采矿权。前者是指在依法取得的勘查许可证规定的范围内，勘查矿产资源的权利；后者是指在依法取得采矿许可证规定的范围内，开采矿产资源和获得所开采矿产品的权利；根据《矿产资源法》及其配套法规，矿业权经依法批准，可以转让他人。矿业权的价值是矿业权人在法定的范围内，经过资金和技术的投入而形成的，应当依法受到保护。 2018年11月，张掖率先完成祁连山国家级自然保护区内矿业权注销工作。
