督办的含义： 一、清后期，中央与地方皆有临时设置机构，存在时间长短不一其长官品级特高者称督办或总办，副职称会办，资格次于会办者称帮办，负责处理日常例行事务者称坐办。北洋政府时期仍有此制。 二、民国北洋政府时期的督军曾改称“督办军务善后事宜”，简称“督办”。 三、目前，对工作任务执行情况进行监督检查，并督促执行，提高完成质量，也叫“督办”。“督办”用于政府部门，就叫“政务督办”。
