魏晋时中央设中书、尚书、门下三省，省自此成为官署名称。北齐时，省一度为中央在地方的派出机构。元朝各行省设平章政事，总揽一省军事、民政、财政诸大权，行省成为地方最高行政区划。明洪武九年（一三七六）改行中书省为承宣布政使司。清朝在东北地区和新疆、西藏、青海、内外蒙古等地区，派遣将军、都统、大臣管辖；在关内地区，设置行省，改承宣布政使司为省。民国初沿清制，然各省行政机关无统一制度。一九一三年各省地方行政始统称为行政公署，设民政长一人，由大总统任命，总理全省政务。一九四九年建国后施行新省制。
